Model Project for Reducing Risk of Landfill Collapse using the Fukuoka Method, Hulene Landfill, Maputo, Mozambique
From 2019 to 2020, Ministry of the Environment, Japan provided technical capacity development assistance and construction work to improve the safety operation to Hulene Landfill in Maputo, Mozambique, as a milestone project under African Clean Cities Platform. In the project, Japanese expert teams dispatched to the site provided technical assistance including the preparation of tender documents for slope stabilization work, supervision of construction work to the contractor, on-site trainings to Maputo city officials on safe management of landfill site and guidance on the application process to the Japanese Grant scheme. The project was implemented through the partnership between Ministry of the Japan and Directorate for Waste Management and Cemeteries of Maputo municipality as well as Ministry of Land, Environment and Rural Development of Mozambique.
On 16th February 2018, heavy rain caused a landslide at Hulene Landfill and killed 17 waste pickers. In July 2018, Mr. Ito, ex-Vice Minister of Environment visited Mozambique, the cooperation between Government of Mozambique, Ministry of Foreign Affairs, and JICA was initiated to conduct a feasibility survey on the safety improvement of Hulene landfill. Based on the Agreement on the cooperation in Waste Management, signed in February 2019, the Ministry of Environment Japan, Ministry of Land, Environment and Rural Development of Mozambique, Municipal Council of Maputo started the project to improve the safe management of Hulene final disposal site using Fukuoka method. The project entailed construction works which aimed to reduce the greenhouse gas emission such as methane using Fukuoka Method (semi-aerobic landfill method), stabilization of steep slopes to prevent further landslide accidents and fire control.
In October 2020, the project completion ceremony of “Pilot project to improve the safety of the Hulene final disposal site in Maputo” was held. The responsibility for the controlled management of the Hulene Landfill for its safe closure were handed over to the City of Maputo.
